Yes it can. Like most places you can come to Kenya and do it as cheap as possible. There are "hotels" around Kenya that you can stay in for something like a few dollars a night. Would you want to? Well, this one is totally up to you. We would not suggest it though. As for doing overland safaris (lots of people in a large truck with open sides). They are very cheap. They vary a bit but mostly you do your own cooking and cleaning and sleep in a tent that you provide. Sound like fun? There is even one that goes from the top to the bottom of Africa. It takes around six months. There may be no better way for that kind of price.
